The monorail is likely never going to change. There is a whole slew of permitting and requirements. One of the biggest is needing to update the vehicles to current CA transportation standards. Per the city of Anaheim, they had an issue with 4 groundwater wells pumping. They had to switch over to imported water. There was low pressure around the resort district. DCA and DLR were affected. Kitchens and bathrooms were shutdown for about an hour as the city switched to their backup plan.
